What the New Warm Homes Plan Means For Your Home and Your Bills

On 20 January 2026, the UK Government published its long-awaited Warm Homes Plan: a £15 billion commitment to help tackle high energy bills, fuel poverty and the UK’s ageing, inefficient housing stock. Described as the “biggest public investment in home upgrades in British history”, it aims to make our homes warmer, greener and cheaper to run.


Why this matters now

Energy bills and inefficient heating have been a major cost pressure for households across the country. Poor insulation and outdated gas boilers mean homes lose heat, pushing up bills and increasing carbon emissions. The Warm Homes Plan’s long-term approach aims to change that.



What’s in the Plan?

Major funding to upgrade homes

The Government has pledged £15 billion between now and 2030 to support home upgrades that:

  • Cut energy bills by hundreds of pounds per year

  • Upgrade up to 5 million homes across the UK

  • Help lift up to 1 million households out of fuel poverty


Support across income levels

There are three broad levels of support:

  1. Fully funded upgrades for low-income and fuel-poor households, including insulations, solar, heat pumps and smart controls.

  2. Low and zero-interest loans for mainstream homeowners to cover the cost of technologies like solar, battery storage and heat pumps.

  3. Universal offers, such as continuing grants for heat pumps and new standards for new homes.


Solar, heat pumps and batteries

The Plan prioritises low-carbon technologies:

  • Solar PV systems - with an ambition to triple rooftop solar on UK homes by 2030.

  • Battery storage to help homes make the most of self-generated power.

  • Heat pumps to replace gas boilers - aiming for around 450,000 installs per year by 2030.



These measures not only reduce reliance on fossil fuels, but also help lower running costs over time.


New protections for renters and landlords

For the first time, landlords will face updated standards to ensure rented homes are efficient, warm and affordable, with a goal to significantly reduce fuel poverty among tenants.
